Provider, Governance & Quality Solutions Ltd, known as PGQ Solutions Ltd, is a specialist health and social care consultancy founded by Lisa Basson and Kelly Mulhern.

Lisa is a Registered Learning Disability Nurse and Kelly is a Registered Mental Health Nurse. Together, they bring extensive frontline, operational, governance and regulatory experience across adult social care, mental health, learning disability, autism, residential, nursing and supported living services.

PGQ Solutions Ltd supports providers, directors, nominated individuals, registered managers and investors to strengthen governance, improve quality, manage regulatory risk and prepare for inspection. The company provides practical, evidence-based support including mock inspections, compliance reviews, service improvement planning, governance audits, enforcement support, safeguarding reviews, due diligence and leadership support.

Our Services

PGQ Solutions Ltd provides specialist consultancy support to health and social care providers who need practical, experienced and regulatory-focused guidance. Our work is designed to help services strengthen governance, improve quality, manage risk and evidence compliance with regulatory requirements.

We support care providers across residential care, nursing care, supported living, domiciliary care, learning disability, autism, mental health, complex care and community-based services. Our services include independent mock inspections, regulatory readiness reviews, governance audits, quality assurance reviews and service improvement planning. These reviews help providers understand how well their service is performing, where risks are emerging and what action is required to improve outcomes for people using the service.

We also support providers who are experiencing regulatory pressure, including services rated Requires Improvement or Inadequate, services subject to enforcement action, or providers preparing for CQC inspection. We provide clear analysis of regulatory breaches, practical improvement plans, evidence gathering support and leadership guidance to help services move forward with confidence.

PGQ Solutions Ltd works with providers, investors and acquiring organisations to complete healthcare due diligence reviews. These reviews help identify operational, regulatory, governance, staffing, environmental and quality risks before or during acquisition, giving decision-makers a clear understanding of service strengths, risks and potential liabilities.

Alongside inspection and governance support, we provide specialist reviews into safeguarding, incidents, complaints, medicines management, care planning, risk management, Mental Capacity Act compliance, staffing, culture and leadership. Where required, we support providers with action plans, audit frameworks, board assurance, provider oversight and ongoing quality monitoring.

PGQ Solutions Ltd has also developed PGQ Care Compass, our audit and assurance platform designed specifically for health and social care providers. PGQ Care Compass supports providers to complete audits, monitor compliance, track actions, evidence improvement and maintain stronger oversight across services. The platform has been built with providers in mind, supporting practical governance at service, provider and board level. It helps leaders identify risk earlier, monitor trends, strengthen accountability and prepare more effectively for inspection and regulatory scrutiny.
